Family and education

Maktoum was born in Dubai in 1983, a son of Mohammed bin Rashid Al Maktoum and Hind bint Maktoum. His elder brother Hamdan is Dubai’s crown prince. Maktoum’s education included the American University in Dubai. The relationship between the brothers is straightforward, but the division of their later public responsibilities requires an account of their separate appointments.

Deputy ruler from 2008

He became a deputy ruler of Dubai in February 2008, when Hamdan was appointed crown prince. These are different titles: the crown prince is the designated heir, while a deputy ruler exercises responsibilities under the emirate’s governmental arrangements. Presenting the brothers as joint crown princes would therefore misstate the structure recorded by Dubai’s official sources.

The Ruler’s Court and Executive Council

His work includes leadership connected with the Ruler’s Court and the Executive Council. He was appointed chairman of the Ruler’s Court in May 2021. Council and court responsibilities concern the operation and coordination of public administration. They are institutions with officials and procedures, not simply alternative descriptions for membership of the Al Maktoum family.

Federal finance responsibilities

In September 2021 Maktoum became UAE deputy prime minister and minister of finance. The finance portfolio concerns federal fiscal administration and differs from running every investment organization or private company in the country. The ministry works through budgets, policies and administrative systems. Its public record is therefore the appropriate source for understanding the scope of his financial responsibilities.

First Deputy Ruler

In April 2023 he was designated First Deputy Ruler of Dubai. The later title refines the emirate-level position; it does not erase the earlier appointment or replace the ruler. Mohammed bin Rashid remains Ruler of Dubai in the official directory. A chronological biography helps distinguish the 2008 appointment, the 2021 federal portfolio and the 2023 designation.

A role spanning two levels of government

Maktoum’s profile is linked with those of his father and brother on the Al Maktoum page. Their shared family history connects them, while the facts panels show which offices each holds. This layered approach is particularly useful in the UAE, where an individual may have responsibilities within one emirate and within the federation without those positions being constitutionally identical.
